[War] Rules, rules, rules

My two cents on the rules:  to be honest, I'm apathetic, as our track record on these things (the
last GM elections were, for instance... ?) is less than stellar.  As I see it, we could leave
things as they lay, and basically play things by ear (what I'll call the African approach...  :)
), or we could look to write a shortish set of rules as a framework, and then actually remember it
exists every so often (call that the Arab approach...  the Euro-American approach went by the
wayside long ago...).  And that's all I've got to say about that.
