Dear Minister,

We thank you for your request.  We look forward to our Ambassador returning
to Tokyo and the resumption of normal relations.  We completely understand
your position, and apologize for the consternation recent events have caused
your government.  However, you must also understand that we could not take
the risk of telling more people than was absolutely necessary for the
success of the operation.  You have our assurances that it will not happen
again.

As to a meeting, you are of course welcome at any time to come to Ottawa.  I
will have my staff contact yours to sort out a date for the visit.
