After the war declaration vote in parliament, the cabinet had retired to a
meeting room to discuss an ultimatum to Iran.  Obviously, if the ultimatum
wasn't met, war would ensue, but they were all sure it would come to that
anyways.  The general consensus was two days for the Iranian to begin
withdrawing from Azerbaijan, and a one week time frame from the moment the
ultimatum was sent to complete the said action.  On top of that, Iran would
suspend indefinitely and immediately its nuclear program.  Iran would also
abide by any United Nations resolution regarding its future.  If these
conditions were met Iran could continue peaceably.

McColl himself had drafted this letter to President Williams.

Dear President Williams,

My condolences to the losses your people have suffered in the recent
terrorist attacks.  As you know, war is approaching with Iran quickly.  We
would like to give peace one last chance in the form of an ultimatum to
Iran.  My cabinet has drafted an ultimatum which we submit to you, in hopes
of a ratification on your behalf.  You should find it in the attached
document.

I know, this is a rather hopeless thing to do, but I fear we must try at
least.  The Iranians seem hell-bent on war, and we're getting sucked in.

Re: Ultimatum

Our greetings to you,

Iran's recent actions have pushed the world to the brink of war.  We wish to
give peace one last chance.

Iran must agree to the following demands, or face total war on several
fronts.

1] Iran must begin withdrawing it's military forces occupying Azerbaijan
within two days [July.2], and must complete this withdrawal within one week
[July.7].
2] Iran must immediately and indefinitely suspend its nuclear program and
submit to United Nations inspections.
3] Iran must comply with any and all United Nations resolutions and votes.
4] Iran must turn over it's entire stockpile of nuclear/chemical/biological
weapons to United Nations agencies and inspectors.

If these conditions are met, war with Iran will not follow.
