Iran presented a strange case for post-conflict reconstruction, if the
Allies did in fact have to go into Iran.
It wasn't Iraq; Unlike Iraq, there were rather less in the way of
tribal divisions, and there hadn't been as stifling of a dictatorship,
either. Sure, Iran wasn't -free-, not in the way most people would
think of the term. But the rudiments of a real democracy was present
in the Islamic Republic.
The thing was, you had to dig to find them.
It was with that in mind that the US proposed a plan for the postwar
governannce of Iran.
It would, governmentally, leave much of the prewar governmental
structure intact - thereby not repeating a key mistake of the Iraq
era. The United States would pay the military and police forces to
stay on the job, even.
The Majlis would be reconstitututed under new, genuinely open
elections - this time with no Guardian Council or Expediency Council
to vet the candidates.
The objectives of the Allied stay in Iran would be as follows:
1. Separation of the mosque, if not from the state, then from a
vice-grip on the state structures;
2. The drafting of a new Constitution;
3. The organization of a new Majlis;
4. Reconstruction of the Iranian economy and infrastructure.
Precisely how these objectives would be met? Well, that's why the
objectives listing would be shipped around Allied capitals to secure
volunteers to do the detailed planning. In the meantime, Allied forces
would stop at the Azeri-Iranian border after destroying the Iranian
Revolutionary Guard Corps.
