   "My fellow Ambassadors," Rodgers began.

    "The Government of the Islamic Republic has refused to listen to
reasonable voices in regards to their occupation of Azeri territory.
Thus it appears necessary to step up the response. This resolution was
translated at a rush, and we would appreciate any technical
corrections which delegations may see fit to request."

THE SECURITY COUNCIL,

    ALARMED by the Iranian invasion of Azerbaijani territory,

    RECALLING the responsibility of all members under the Charter to
maintain international peace and security,

    APPRECIATING the efforts of the People's Republic of China and the
United States of America towards resolving the situation,

    RECOGNIZING the situation as one dangerous to the maintenance of
peace and security;

Under Chapter VII of the Charter,

    1. DEMANDS the immediate withdrawal of all Iranian personnel and
equipment from all places outside the borders of Iran,

    2. CALLS UPON all members to cease all trade in all products
except for food and medicine with the Islamic Republic of Iran,
including all refining petroleum products,

    3. CALLS UPON all members to refuse the shipping of Iranian ships
and vehicles, including aircraft,

    4. RESERVES the right to undertake further action should Iran fail
to remove its forces from Azerbaijani territory within fourteen days,

    5. REMAINS seized of the matter.
