To: Commander, Allied Control Council, Iran; Commander, Chinese Control,
Iran; Spanish Embassy, Tehran
From: Spanish Defence Ministry
Subject: Deployment of troops.

Dear Sirs,

It has come to our attention that the withdrawal of Spanish combat troops
from Iran and Azerbaijan has left a gap needing to be plugged in regards to
the national security and policing of both nations. There has also been
suggestion of difficulties regarding control of areas of Iran by either
Chinese or NATO forces. Given both these points, and following discussion
with the Chinese on the matter, Spain is in a position to deploy some
further assistance to Iran.

The Guardia Civil will deploy 1000 personnel to further assist in policing
operations. These troops shall be dispatched immediately. In the interest of
international co-operation and to integrate efforts made by all within Iran
to expediate rebuilding and the fair election of a government to represent
the Iranian people, these troops shall work with both AAC and Chinese
forces. AAC shall of course retain overall command of these personnel but
they shall operate closely with Chinese forces and will be in a position to
advise of co-ordination of efforts and intermediate should any difficulties
arise.

Please also note that Spanish diplomatic staff shall be being sent to Tehran
to work out of our Embassy but to assist in the process of a set up of free
and fair elections. We encourage and welcome any contribution other nations
may wish to make to these efforts.

Sincerely,

Carme Chacon, Minister of Defence
