<DIV>Since she'd taken office, it seemed China had gone from one catastrophy to
another, and almost all of them involved North Korea. You would think that
the North Korean people would have figured out that China was there to help
after Chinese troops spilled their blood to liberate them, after China had taken
the prime burden of medically treating their ill, feeding their starving, and
providing them the promise of a better future... or by responding to the
numerous seismic emergencies that had occurred... but apparently all of that
didn't actually matter to the Western media. Nor did the fact that China
had saved multiple nations in the West from another terrorist attack, or that
she had been a force for uniting and solidifying Asia as a global economic
center. It was kind of sickening really, just how people decided to jump
on you about things out of your control, while selectively overlooking the good
you had done. Nobody mentioned China's attempt at building stronger ties
to Africa, or it's push to remedy many of the problems experienced by the third
world... no it was all about North Korea, plain and simple.</DIV>
<DIV> </DIV>
<DIV>She'd received news of the convoy attack as soon as the news was
available. It was too well planned, by people too well armed, to be
members of an insurgency that just a month or two ago was on the verge of being
broken. Coupled with evidence of American intelligence operations within
Asia (China included), and her verbose international tirade over Tibet and North
Korea, Xia was left with no other explanation then that the Americans were
directly involved in what was going on... and if so they were willing to bring
the world to the brink of World War Three. If that was the way they wanted
it, so be it.</DIV>
<DIV> </DIV>
<DIV>"Begin exercises with our Nuclear forces. Perhaps the Americans and
their South Korean allies need to be reminded that we retain the capacity to
severely hurt them." And that was an understatement. Advances in
ballistic missile technology and war head development had made China's strategic
forces third only to those of Russia and the US, with the latter having pretty
much given up on the weapons race all together. "I want North Korea's
borders back under our control. We will cut them off again, and begin
isolating each North Korean province one by one."</DIV>
<DIV> </DIV>
<DIV>"That can be done." Bing nodded dutifully as he watched Xia staring
out the window. "I would ask for the commitment of another 200,000
combatant troops and supporting air and naval forces. We may also wish to
re-vet the North Korean forces and purge the ranks of any known security
risks."</DIV>
<DIV> </DIV>
<DIV>"Do it." Xia nodded. "Just make sure they are forced out
without being killed if at all possible. Inform the North Korean
government of our plan, we will still need their help. Any indications of
western involvement... spies, weapons deliveries, equipment, I want categorized
and treated clinically as evidence."</DIV>
<DIV> </DIV>
<DIV>"The Russians are pulling their advisors and humanitarian staff out."</DIV>
<DIV> </DIV>
<DIV>She shrugged. "President Nemerenko had asked for them to be
there, he retains the right to recall them at his pleasure." For once she
wasn't looking at Russia's moves skeptically. She could certainly
understand them. "Let us confer with Tokyo and Pongyang, and see if the
Japanese wish to do the same. I will ask the ambassador to make it clear
that we will not hold them responsible for whatever the decision may be."
She was fuming, but doing so inwardly. "Tonight, I guess we should speak
as to Tibet and North Korea."</DIV>

<DIV>"My fellow citizens... of China 'and' of the world entire,</DIV>
<DIV> </DIV>
<DIV> It should go without saying that the events of the
last weeks are deeply saddening, and deeply shocking to all true Chinese.
Acts that shock the conscience have begun occurring with increasing, and
alarming, regularity. As President of China I have long sought to bring
serious improvements to the preservation of human rights within our great
nation. I believe these rights are fundamentally important to the
continuance of any civilized society, and although historically many difficult
decisions had to be made to balance the good of peace and stability of the
society with the rights of the individual, I believe that China has accomplished
a great deal in a very short time.</DIV>
<DIV> </DIV>
<DIV> The images being deluged by western media regarding
the riots in Tibet, and the ongoing insurgency in North Korea, are indeed
disturbing. For lack of an explanation as to why certain elements in
China's agencies are reacting as they are, all I 'can' do is reiterate that as
the President, I accept full, and complete responsibility for the actions taken
by those who serve her. This being said, our fellow citizens in Tibet, and
the citizens of North Korea, I swear to you that we 'will' bring those
responsible for these outrages to justice.</DIV>
<DIV> </DIV>
<DIV> On that note, I am specifically ordering the
Ministry of Justice to initiate investigations into the actions of police and
military forces in Tibet and North Korea. Those who are found to be
willfully and unnecessarily belligerent in their actions will be
handled 'most' severely. Likewise, those who are not responsible
shall be treated fairly, I simply ask for the understanding of our
peoples in this endeavor. </DIV>
<DIV> </DIV>
<DIV> At this point I would like to say that I have full
confidence in the professionalism and humanitarianism of China's law
enforcement and military personnel. Together, we will bring
peace to the law abiding citizens of Tibet, and restore hope to our
neighbors in North Korea. It is a burden we will likely have to
bear alone, and in the face of considerable adversity. While the American
President forces his 'free' people to capitulate to his will by military force,
he will undoubtedly accuse us of the same. While the world forgets the
numerous times Kim Jong Il threatened all civilized nations and the horrors to
which he subjected his own people, they will likely complain that we are no
better than he was. While the images of Hurricane Katrina, of Somolia and
Srebrenica shrink from the global consciousness, they will likely berate us for
every single, individual failure irrespective of the success of a greater
mission. While they spy on us, actively seek to destabilize our efforts,
and passively allow thousands of Chinese and Koreans to die for their own
selfish desires, while they attempt to play us like masters of a puppet show, we
must continue to do what we know is right and noble, even if it is not
easy.</DIV>
<DIV> </DIV>
<DIV> To accomplish the normal goals set forward, we will
do the following. All known intelligence agents operating for foreign
nations inside North Korea or China and of no counter-intelligence value to us
will be arrested for espionage and tried accordingly. China's strategic
arsenal's readiness will be increased, likely verifiable by satellite as I
speak. With North Korean permission, Chinese and North Korean forces will
isolate all provinces of North Korea, and town by town we will route out the
insurgents and cut their ability to effectively resupply or retrain. Any
and all prisoners taken will be treated in full accordance with the Geneva
Conventions, and any and all insurgents who come forward now, before heavy
fighting, will have the ears of the North Korean and Chinese governments and be
given a platform for their greviences. This offer will be extended for the
next 72 hours, and leniency will of course be shown to any who surrender.
The closure of North Korean provinces to through traffic 'will' be temporary,
limited from 3 to at most 6 months while the security of each province is
individually guaranteed. Any and all products heading to North Korea will
be brought there through China, without tariff, to insure needed goods reach the
masses without being interdicted by insurgents. Traffic into South Korea
will be cut off completely, but temporarily, to guarantee the independence of
North Korea and the sovereignty of her government.</DIV>
<DIV> </DIV>
<DIV> In Tibet, our security forces will continue to
enforce curfews and security procedures. Free speech zones will be
suspended for a period not to exceed 48 hours, and those who violently resist
will be incarcerated. I appreciate the difference between violent assault,
and peaceful protest, and thus in that spirit any who violate the aforementioned
rules 'peacefully', and in the name of protest, will be detained solely for the
period of 48 hours before being released.</DIV>
<DIV> </DIV>
<DIV> Finally, all evidence gathered regarding
American intelligence operations in Asia and not directly imperiling our
security will be shared with the nations towards whom these operations were
directed within the next 24 hours. I strongly encourage President Williams
to use this time to reconsider his policy of violating national sovereignty on
the basis of greed, and to come clean with the world regarding his
intentions.</DIV>
<DIV> </DIV>
<DIV> It is my sincerest hope that these strict, but
short term measures curtail the situations we face so that Chinese troops may
return home to their families, Chinese citizens can again walk the streets of
the province of Tibet in security, and that they convince the United States and
her allies of our seriousness in defending ourselves, our rights as a great
nation, and the peace that will bring joy to ourselves, and our posterity.
I wish these measures were not necessary, but hopefully you will understand
their necessity, and why we require your momentary sacrifices for the greater
good. Thank you for the opportunity to address you, and may all of us
continue to prosper."</DIV>

<DIV>Actions</DIV>
<DIV> </DIV>
<DIV>1. Those who continue to grossly violate the civil rights of Chinese
nationals in Tibet or North Koreans will be 'severely' dealt with... including
but not limited to the death penalty to be carried out publicly.</DIV>
<DIV> </DIV>
<DIV>2. The American Intelligence Operations in East Asia will be exposed
save where it suits Chinese interests for the purpose of counter-intelligence,
and information pertaining to nations other than China will be released to those
nations under the same restrictions within 24 hours.</DIV>
<DIV> </DIV>
<DIV>3. Chinese Strategic Forces to increase their preparedness level and
begin an increased training regimen.</DIV>
<DIV> </DIV>
<DIV>4. 200,000 Chinese combat troops to be sent to reinforce the North
Korean Stabilization force, and peacekeeping operations to continue in a
concerted effort to wipe out the insurgents. No traffic will be allowed in
or out of North Korea by Sea, Air, or land save through China, or ports secured
by Chinese forces.</DIV>
<DIV> </DIV>
<DIV>5. Let the Russians know there is no hard feelings over their
evacuation of North Korea. Ask the Japanese if they too intend to
