[War_ooc] The passage of time, an idea

Okay. My idea for handling time.

Each World Report should cover (and cause time to advance by) 2 weeks, 
the dates (for purely arbitrary reasons) being determined by the time 
in New York.

For instance, the first WR would cover from January 20, 2013 to 
February 2, 2013 inclusively, the next from February 3 to February 
15th, and so forth.

Between WRs, you -can- post at anytime within those boundaries, but 
this will take a degree of attention from people, so we don't trip 
over each other.
