You don't think there's an inherit discomfort with Formal governments hiring 
mercinaries?  Who'd pay them anyway?
 
As far as sovereignty goes John, your teacher needs a beating if they told 
you that.  It's effective control that's the 'force' component behind legitimate 
sovereignty.  By your definition, any place with a Civil war, or even bad 
crime issues, wouldn't be a sovereign state.
