[War_ooc] Summit possibilities

Okay here's what I'm thinking.

Why not adjust the attendees to be:

Russia
Japan
US
UK
ROK (NPC)
Australia (NPC)

Which makes it just about everyone playing the game minus Chris, who will 
likely be taking aim at the summit location with China's nuclear arsenal.
