A brief thought re rail issues, mentioned by Sato:

South Korea uses Standard Gauge. Which is, of course, more or less the 
global standard.

North Korea, rather absurdly, mixes Russian gauge and standard gauge.

I can't for the life of me figure out China. Or Japan.

(This is all, BTW, speaking of standard railways - not streetcars, 
trolleys, subways, or industrial things like mines)

So the question, it seems to me, is:

Which gauge of rail would you be shifting the DPRK to?
