[War_ooc] Dictatorial announcement.

As I look over the fact WAR is now posting, and people are moving along, 
I have done what I was charged to do as Dictator, get folks posting, get 
the WR's regular (which they have been with some hiccups, mainly due to 
real life which happens.

So I shall relinquish the powers and return to my farm, however we will 
need to elect new GMs to the Triumvate.

Here is how the Triumvirate will work.

1) the 3 GM's are player/GM's who collaberate on the WR that does not 
involve their own country. Basically write it up, notes are taken. 
However we will be adding a deadline so we don't have the problem of 
waiting for input for weeks on end, which is how the problem started.

2) Secret actions will be sent to one GM which will be decided after the 
elections, unless it affects the GM's country then it will go to one of 
the other GM's then rules on as per normal.

3) We will try for every 2 weeks on a WR, or at least letting you know 
what's going on, real life does happen.

How the elections will work is, the nominations will start tomorrow 
morning, I will send out the times.  You will nominate anyone you want, 
even yourself if you want the job but you must have been in WAR for 3 
months total, willing to work with a group, IM program preferred, and 
have a second from another player.

THe nomination and seconding process will take 1 week, then the 
elections, you send your votes to myself and John, we count them top 3 
are the Triumvirate...
