[War_ooc] Thoughts on WAR

It -does- seem top-heavy, personally - 1/3 of the game in leadership
positions. I'd also rather we had more flexibility - there are
certainly some weeks I'd like the opportunity to not think about the
newbies and just focus on the WR (which is, despite our bitching,
kinda fun to write), and I wonder how many arguments there really are
for a discipline AGM to settle.
