[War_ooc] Thoughts on WAR

I don't see how it would be too top heavy.  We have 12 players now,  and I 
don't see how an 'AGM' is a leadership position when they need to report  to the 
GMs in turn.
 
More over, although World Reports can be fun to write, we have had problems  
in the past with people abusing their authority... GMs going at each other,  
etc.  A discipline AGM would be a great way to let all concerned parties  have 
their worries mediated.  If you're worried about being pidgeon holed  into one 
category, just have the AGMs and GMs  revolve.
